摘要
加快推进教育治理体系和治理能力现代化,需要有先进的理念、先进的制度设计、科学的方法手段和有效的组织实施。高等教育从政府管理到公共治理有着深刻的内涵变化,公共治理视野中的高等教育评估,应包括多方参与、协商合作、服务意识和教育开放等核心要素。新时期"五位一体"评估制度顶层设计具有鲜明的中国特色和先进的国际水平,其制度创新主要归纳为"五多"即评估标准多样化、评估形式多样化、评估主体多样化、评估结果发布多样化、评估方法多样化,"四新"即新的评估理念、新的质量评价标准、新的评估方法、新的评估技术。在"五位一体"评估制度组织实施中,推动分类评估、分类指导、分级实施,鼓励高校自我评估、行业参与专业认证,建立国家数据库加强质量常态监测,发布质量报告接受社会监督,加强实质等效的国际评估等多项举措,努力实现从理念、标准、方法和技术等方面的创新发展。
To accelerate the modernization of governance system and capacity in education, it is necessary to grasp the advanced philosophy, criteria, scientific methodology and effective organization and implementation. The profound meaning varies from the public administration to public governance in higher education. This article reveals the higher education evaluation in the perspective of public governance, including some core elements: multi-participation, consultation, service awareness and the opening of education. The top design of "Five-in- One" evaluation system in the new era is featured with both Chinese characteristics and international equivalency. The innovations of "Five-in-One" evaluation system include "five diversification" (diversification in criteria, pattern, implementer, evaluation result and the methods) and "four innovations" (innovation in advanced evaluation philosophy, criteria, methodology and technology). To carry out the "Five-in-One" evaluation system, it is important to accelerate the categorized evaluation, guidance and implementation at both national and provincial level; to promote the self-evaluation of universities and program accreditation; to establish the national database and strengthen the regular data monitoring; to publish the quality report series and accept supervision from society; to improve the international evaluation of substantial equivalence. In a word, the innovations of philosophy, criteria, methodology and technology are crucial to the development of higher education evaluation.
