摘要
本文在传统生产函数的基础上,基于科技投入→科技成果→经济增长的全新路径,测度科技成果转化水平。通过面板数据模型,首先测算科技对经济增长的贡献率(γ),接着分别估算科技投入对科技成果的弹性(σ)和科技成果对经济增长的弹性(η),最终得出科技成果转化水平(σ·η/γ)。实证结果表明,科技投入对科技成果的贡献较大,但科技成果对经济增长的贡献却不高,从而导致了我国整体的科技成果转化水平偏低。我国政府在增加科技投入总量、优化科技投入结构的同时,应当更加注重提高科技成果转化为生产力的水平。
This paper selected a new path of "technology input→technological achievement→economic growth" based on traditional product function to measure the level of technology transfer. Through the panel data model, the contribution rate of technology input to economic growth (γ) was firstly calculated, then the elasticity of technology input transfer into technological achievements (σ) and the technological achievements to economic growth (η) were respectively estimated, and finally the level of technology transfer (σ·η/γ) was concluded. The empirical results show that technology input's contribution to technological achievements is bigger, but the technological achievements's contribution to the economic growth is not high, the level of China's technology tranfer is low. It suggests that When Chinese government increases technology input and optimizes the structure of investment in science and technology, they should pay more attention to improve the level of technological achievements transfer into productivity at the same time.
