摘要
福柯的治理思想强调了"治理艺术"不同于先前统治方式的一些特点,包括多元性、动态历史性、策略与机制性以及"自我"的向度等方面。托尼·本尼特汲取福柯等的理论资源,从治理的角度重新定义文化,研究文化与治理问题,特别强调其中的机构、机制运作与自我治理问题。中国台湾地区的学者在对相关西方理论借鉴、融汇的基础上,在中文语境中正面提出"文化治理"概念并进行理论化建构。相较之下,大陆学界的探究一度显得不足,但也已经开始了对文化治理问题的关注。对机构、机制性的强调,对"自我"、"主体"及其与外部世界关系的重视,可以说是"文化治理"的两大要点,也使之与"文化管理"等概念区别开来。
Michel Foucault put a stress on some distinctive features of the "arts of government", in- cluding its plurality, diachronic development, emphases on tactics and apparatuses, as well as the dimension of the self. Influenced by Foucauh' s discussions, Tony Bennett redefined culture from the perspective of "government". And in his research on culture and government, Bennett empha- sized the importance of institutions and self-government. Based on the related Western theories, scholars in Taiwan put forward the term "cultural governance" and constructed it theoretically in the context of Chinese, while in China's Mainland this issue used to be neglected. "Cultural governance" differs from other key terms such as "cultural management" due to its distinctive features exempli- fied by the emphases on apparatuses and the subjectivity related with the exterior world.
