摘要
为实现控制性详细规划管理中业务流与数据流的同步,分析比较了控制性详细规划成果数据管理"批后入库"和"批前预入库,批后正式入库"两个维度的优劣势,"批后入库"向"批前预入库,批后正式入库"转变是伴随着政府管理的需求,控规成果管理的必然趋势。近年来,上海市按照"批后入库"向"批前预入库,批后正式入库"的控规成果数据管理工作思路,提出了总体框架,开展了具体工作,明确了长期的行动计划。上海市按照"批前预入库,批后正式入库"控规成果数据管理要求建立的总体框架以及实践经验,对中国其他城市控制性详细规划成果数据管理都具有较强的借鉴意义。
In order to synchronize the administrative approval process and regulatory plan result data flow in the regulatory plan management, comparing two dimensions of regulatory plan result data management which are ＆quot;data update and become legal after administrative approval＆quot; and ＆quot;data update before administrative approval and become legal after administrative approval＆quot;. According to the comparison and analysis, the later will replace the former in the long run. Following the trend, Shanghai Municipal has developed a regulatory plan result data management framework, accomplished some of the multiple goals raised by the framework. This framework and practical jobs done wil be an excellent example for other Chinese cities.
