摘要
作者认为，开发科技文献手稿，在我国还没有引起重视。文章在论述了文献手稿的情报价值后，提出了在我国实行“发表制”的同时，推行“手稿寄存制”的初步设想。文章对实行“手稿寄存制”的各种疑虑进行了剖析，初步预测了实行“寄存制”可能产生的效果。
The author is of the opinion that the exploitation of manuscripts of scientific and technical literature in our country has not yet received due attention After expostulating the information value of such manuscripts, the paper brings forth a tentative idea of simultaneously carrying out two systems--manuscript depositing and publishing. Finally, it anatomizes the various doubts about the implantation of the system of manuscript depositing, and, at the same time, makes a preliminary prediction of the possible results in implementing the combined practice of manuscript deposition and publication.
