摘要
养老服务产业事关国计民生,具有福利性与市场性相结合的基本属性。老龄化的严峻形势和家庭结构的变迁,助推了养老服务业的快速发展。然而,传统的养老观念、产业定位、政府缺位、监管不力、服务人员缺失以及养老服务消费市场发展滞缓等因素,制约了养老服务产业的健康稳步发展。为此,需要在尊重市场运行规律的前提下,充分发挥政府的主导作用,从顶层设计、产业规划、养老保险完善、服务人员专业化和消费环境优化等方面推动我国养老服务产业化发展。
Pension service industry which has the basic attributes of welfare and marketability are related to national economy and people＇s livelihood. Its rapid development has been boosted by the serious situation of aging population and the change of family structure. However, the pension service industry＇s healthy and steady development are restricted by many factors, such as the traditional concept of pension, industry pesitioning, government absence, poor supervision, lack of service personnel and lagging develolxnent of pension service consumer market and so on. For all this, on the premise of respecting the rule of market operation, we should give full play to the government＇s leading role, promoting our pelion service industrialization from the top design,industrial planning,endowment insurance perfected,service personnel professionaled and consumption environment optimized etc.
