摘要
目的建立符合广西实际的结核病防治绩效评价体系及模型。方法把"政府组织领导、部门各负其责、全社会参与"的结核病防治机制与能反映这一机制的工作指标相结合,对包括人、财投入、服务人口、关键环节技术指标、核心产出指标、重要工作部署完成等进行综合考虑,构建适合广西实际的指标体系。采用主成分综合排名法进行绩效排名。结果模型选取13个指标,经模型提取5个主成分,累计贡献率达87.509%。结论模型能科学评价各地结核病防治工作综合绩效,比较各地区间工作的优劣。
Objective To establish the performance evaluation system and model of tuberculosis prevention and treatment,which is suitable for the actual situation of Guangxi. Methods The prevention and treatment mechanism,including governmental organization and leadership,various departments being responsible for theirselves and participation of the whole society,was combined with the performance indexes which could reflect the above mechanism. All of the investment of manpower,finance and served population,the technology indexes of critical matters and core output,the important work deployment were synthetically considered to establish the index system,which was suitable for the actual situation of Guangxi. The comprehensive ranking of principal component method was adopted to the performance ranking. Results Thirteen indexes in the model were selected and 5 principal components were extracted from the model. The accumulative contribution rate was 87. 509%. Conclusion The model of tuberculosis prevention and treatment can evaluate the work in different regions scientifically,and compare the strengths and weaknesses among different regions.
