摘要
界定"公共阅读服务""公共阅读服务体系"基本概念,论述公共阅读服务体系的基本特征,指出构建公共阅读服务体系的必要性。从政府公共管理角度切入,系统阐述我国公共阅读服务体系建设现状,并结合与国外公共阅读服务实践的比较,剖析自身存在的瓶颈。在此基础上,重点从组织领导、设施网络、产品和服务供给、政策法规四个方面,探索完善公共阅读服务体系的路径。
This paper introduces the concepts of ＂public reading service＂ and ＂ public reading service system＂ , discusses the features of public reading service system, and points out the necessity of building public reading service system. Then it expounds the status quo of Chinese public reading service system from the perspective of public management administration and analyzes the bottleneck of public reading service by comparing such practices at home and abroad. Finally, the author explores the ways to improve public reading service system in such aspects as organizational leadership, facilities, products and services, policies and regulations.
