摘要
在分析宁夏引黄灌区井渠结合灌溉的发展历程、存在问题的基础上,指出机井运行管理费用不落实、渠井水费不同价、渠井双重收费、渠井管理机制不协调等是制约井渠结合发展的因素。为此开展了针对性研究,制定了分级落实井渠结合灌区运行管理费用、实行渠井异水同价、调整管理机构职能、创新管理机制、因地制宜建立井渠结合的运行管理模式,并开展了一定规模的实践活动,在井渠结合适时灌溉、提高水资源利用效率、实现水资源优化配置方面取得了突出成效。同时也指出了在提高机井运行时间、优化配置水资源等方面存在的问题。
The development and challenges of irrigation with wells and canals in Ningxia irrigated area are analyzed. It is pointed out that inadequate operating management cost of wells, different unit water charges, double charges, absonant management mechanism for wells and canals are the restricted factors of their conjunctive use. In the light of these problems, a specific research was developed to build an operating management mode, including designating the operating management cost by stages, adopting unified water charge, adjusting functions of management institutions, renovating management mechanism, launching the conjunctive use for adaptation to local conditions, and a series of activities were carried out. It is highlighted in timely irrigation of conjunctive use of well and canals, efficiency improvement of water resources utilization, as well as the achievement of optimal water allocation. Meanwhile, the challenges are illustrated in improving the operating time of wells, optimizing the water resources allocation and etc.
