摘要
本文在总结分析医疗保险基金付费机制现状的基础上,立足财政职能,就如何强化医保基金收支预算管理、发挥医疗保险基金管理机构监管职能、完善基金付费方式改革等方面提出对策建议。
Based on the summary analysis of the status of health insurance fund payment mechanism and on the function of the Departments of Finance, the strategies such as how to strengthen the management of health insurance fund budget, how to make the insurance fund administration sections play roles in fund supervising, and how to improve the methods of fund payment, have been suggested.
