摘要
中国海关处于对外开放第一线,当前海关事业已进入战略转型的关键时期。如何准确把握海关在国家实施开放战略进程中的职能与定位,既是新时期一个重大理论和实践课题,更是一个事关全局的战略性问题。改革是中国最大的红利,实现新时期海关职能定位,要紧紧把握改革所遵循的客观规律,正确处理好实践中碰到的突出问题,在调整职能重心、转变履职方式、改革管理模式、创新管理理念、拓宽改革视野等五方面下功夫,全面推动海关新一轮改革发展。
China Customs lies in the frontline of the implementation of reform and open-ing-up policy and its business has entered a crucial period of strategic transformation, during which how to accurately grasp the essence of the functions and roles of China Customs in the strategic process is not only a significant theoretical and practical project,but also a strategic issue concerning the overall situation.To China,reform is the largest bonus,and to fulfill the roles of China Customs in the new period,we should grasp the obj ective laws of re-form,correctly deal with prominent issues,and make efforts in five circles,namely adj us-ting the core of functions,transforming the fulfillment manner of duty,reforming adminis-trative mode,innovating administrative philosophy and broadening visions,in order to press ahead a new round of overall development of reform.
