摘要
乡村旅游是新世纪我国乡村发展、旅游产业发展的重要组成部分。本文以乡村旅游的国际研究为背景 ,以澳大利亚酒店业旅游和台湾观光农业发展为案例 ,以国际乡村旅游发展政策为核心 ,全面综合研究了国际乡村旅游发展的政策经验 ,主要政策领域包括政府干预乡村旅游发展、乡村旅游与区域结构调整、乡村旅游与乡村社区变革及发展、乡村旅游统一协调的合作机制、乡村旅游的政策工具。在此基础上 ,结合我国实际情况 ,以乡村旅游可持续发展为指导 ,提出了我国乡村旅游在替代产业、旅游基地、主题工作组、社区参与、合作组织和法规体系
Rural travel is an important component part of China's rural development in the new century and the development of tourist industry. This paper,with the backdrop of international research, using Australian wine tourism and the development of agritourism in Taiwan as case studies, with the development policy of international rural travel as core, makes an overall and synthetic study of the policy experience of the development of international rural travel.The main policy fields involve: government's interference with rural travel, adjustment of rural travel and regional structure, transformation and development of rural travel and rural community, cooperative mechanism of unifying and coordinating rural travel as well as policy instrument of rural travel.Based on this,combined with China's present situation,guided by the policy of sustainable development, the paper offers policy experience and reference from six aspects:substituting industry,tourism bases,thematic working groups,community participation,cooperative organization and law and regalation system.
