摘要
市场的失灵促使了 1 8世纪 90年代开始美国针对自然垄断行业的经济管制的产生和发展 ,而自然垄断和经济管制本身的规律决定了经济管制只不过是用政府失灵代替市场失灵 ,其实际主要结果是效率的损失和大量的收入再分配。 2 0世纪 70年代以来 ,美国开始逐渐放松管制 ,促进竞争 ,恢复自由企业制度和自由经济秩序已成为不可阻挡的潮流。
Failure in the market has led to the emergence and development of an economic controlling for some naturally monopolizing sectors in America since 90s of the 18th century. However, some inherent laws for both the natural monopolization and the economic controlling have determined that this kind of economic controlling is merely equal to a substitute of the failure of government for that of market. Its main result in fact is a loss of efficiency and a redistribution of the substantial income. Since 70s of the 20th century, America began to loosen economic controlling to promote the competition. Under such a circumstance, restoration of the free system of business and the free order of economy has become a trend that no one can stop.
