摘要
扩招是启动高等教育大众化的重要政策。它并不是一种单一的数量化的概念 ,而是一种内涵十分丰富的概念。实现高等教育大众化的政策决定本身是改革开放的重要成果 ,同时也是国家教育事业持续改革开放从而谋求新的发展的重要标志。在实施扩招政策的过程中 ,实际上依然面临着许多具体的政策问题。从实践中看 ,扩招中有待深入研究的政策问题也许突出地表现在如下两个方面 :其一是关于扩招的速率与扩招方式 ;其二是关于扩招的科类与层级分布。着眼于此 ,我们需要先对大众化过程中一些涉关政策的若干问题进行反思。继续深化对高等如教育大众化的政策目标研究 。
Expansion of higher education enrollment is one of the essential policies in popularization of higher education.It does not mean the only quantity increase.It is the milestone for the persistent reform and open to outside policies of national education endeavor,the milestone for the new development trend as well.In fact,some new policy issues are coming out in the changing process of expansion of higher education enrollment.In practice,the emerging policy issues are mainly categorized as the following two:one is the speed and ways for enrollment expansion;the other is the structure of academic categories and educational levels.
