摘要
在国家层面,国家权力的垄断性是政府问题产生的根源,也是政府改革的真正原因,是全面、准确理解与评价"新公共管理"的关键。"新公共管理"虽然对我国政府改革有诸多启示,但中西政府改革在其所针对的问题、政治制度与意识形态基础等许多方面都存在根本的区别。因此,"新公共管理"对我国政府改革的借鉴作用十分有限。
For a state, the monopoly of government's power is the root of government's problems and also the real reason for government's reform. This is the key of perfectly and accurately understanding and evaluating the new public management. Although the new management is a great inspiration to the Chinese government's reform, there exist radical differences between Chinese and western governments' reform in the problems involved, political system and the foundation of ideology. So it's just used for reference limitedly.
