摘要
城市防灾减灾是国际社会近年来关注的重要问题 ,美“9.11”事件则从一个新的侧面警示人类及其决策管理者 ,必须从新视角研讨城市综合减灾 (自然的、人为的、突法的 )规划战略及管理策略。本文对城市防灾的规划思路、任务及能力建设作了探讨 ,并着重分析了超高层建筑设计中的安全减灾问题。
Calamity protection and reductionfor cities is a focus for the international society in the recent years. The '9.11' Attack gives a caution the human and their policy manager. We should research the planning stratagem and management policy for the calamity protection and reduction for cities from a new angle. This paper discusses the planning concept, tasks and capacity building of the city calamity protection, and analyzes the safety and calamity reduction for the design of the super high-rise building.
