摘要
中国电信业的快速发展和入世带来的宏观环境的变化 ,加剧了中国电信业制度不均衡的矛盾。推进了电信业的制度创新。为此借鉴新制度经济学和自组织理论 ,对电信业制度不均衡的现状及成因进行分析 ,从而认为应以强制性制度变迁推动产业层面的重组和企业层面的具有自组织能力的电信企业的形成。最后 ,结合我国电信业制度不均衡的现状 。
The development of the China telecommunications business and the macro environment change after China's entry of WTO quicken the conflict of the unbalanced system of the telecommunications business, hence the institutional creation. In this paper, in light of the new system economics and self organizing theory, the present situation and reasons of the unbalanced telecom system are analyzed, and a compulsive system should be used to reorganize the enterprises and businesses so that a self organizing telecom business may be in this way formed. Finally some suggestions are put forward for the institutional creation.
