摘要
水资源系统是一个复杂的大系统 ,具有很大的不确定性。水资源系统风险泛指在特定的时空环境条件下 ,水资源系统中所发生的非期望的不确定事件 ,如潜在的对人的财产、健康、生命安全以及生态环境等构成不利影响或危害的不确定事件。水资源系统风险管理的三个基本要素是风险评估、风险控制和风险融资 ,它运用了运筹学、网络技术、信息技术、大型数据库、非线性科学技术、系统工程管理方法等 ,是一个交叉性的前沿研究课题。通过介绍当前水资源系统的研究现状 ,列出了水资源风险管理的核心技术 ,提出了水资源风险融资的概念。
Water resources system is a big and complicated system and has a great uncertainty. The risk of water resources system refers to a specified temporal and spatial environment condition in general that unexpected uncertain events happened in the system, such as uncertain events of potential unfavorable effects or imperiling to the safety of people's life, property and health and ecological environment. The three essential factors for risk management of water resources system are risk evaluation, risk control and risk financing. It has used methods of operational research, network technology, information technology, large-capacity data bank, nonlinear science technology and systematic engineering management. It is an interdisciplinary and frontier research topic. The paper has introduced the present status of research of water resources system, listed core technology of risk management of water resources and put forward risk financing for risk management of water resources.
