摘要
社会转型时期城镇弱势群体的状况体现在收入低、就业难、生活困难等方面 ,他们的形成有着非常复杂的原因。解决城镇弱势群体问题要通过发展生产力、扩大就业渠道、完善社会保障制度等措施 ,真正体现效益优先。
During the period of the social transformation, the conditions of the disadvantaged urban groups are reflected in low income, employment difficulties, and financial burdens. The reasons for the existence of these groups are complex. Solutions to the problem include increasing productivity, widening employment channels, improving social security system, so as to truly reflect the principle of giving priority to benefit as well as giving consideration to justice.
