摘要
基于考虑证券市场稳定发展及其社会资源再分配过程中的公平性,从市场利益机制入手,指出了国有股减持的关键问题在于减持价格的确定、减持运行的机制和减持的速度。提出了浮动定价渐进配售策略,对国有股减持和流通的操作有效性进行探讨并提出相应的政策建议。
Considering the steady development of securities market and the equity in the process of social resources reallocation, this article, starting from market mechanism, there are three respects core problems of state-owned stock reduction: pricing of state-owned shares、operational mechanism of state-owned stock sell-off、speed of state-owned stock sell-off. This paper puts forward the tactic of state-held shares rationing through floating pricing. On one hand, this article explores the operation practicability of state-owned stock sell-off and circulation; on the other hand, this article raises the relevant proposals on the state-held shares circulation.
