摘要
随着世界经济一体化程度的加深 ,技术壁垒已逐渐取代关税成为阻碍世界农产品贸易越来越重要的因素。与TBT(技术性贸易壁垒协议 ,下同 )相关的协议如SPS(动植物卫生检疫措施协议 )、GATS(服务贸易总协定 )以及《贸易与环境决议》等都对此做出了说明 ,各国政府纷纷借国际协定不尽成熟之机 ,建立自己的技术壁垒体系 ,这对我国农产品贸易影响很大。我国政府应加强与贸易伙伴国的交流与合作 ,寻求促进贸易的良方 ;出口企业更应提高自身技术、管理水平 。
As the deepening unification extent in world economy,technical barrier has gradually taken the part of tariff to become the increasingly important factor of influencing world trade in farm product.Related agreements to TBT such as SPS,GATS and the Resolution of Trade and Environment have both explained it.Each country took the opportunity of the immaturity of international agreement to establish their own systems of technical barrier,which did heavy influences on our country's farm product trade.Our government should communicate and cooperate with the trade partners and look for good ways to promote trade.The export companies should improve their own technologies and administrative level to increase their competitive abilities steadily.
