摘要
通过分析广州港区船舶废弃物的接收和污染控制管理现状 ,提出建立完善的船舶污染控制和管理措施 ,加强船舶废弃物接收和治理工作的方法 ;采取预先征收船舶废弃物接收和治理费的办法 ,在船舶进港签证时按船舶吨位大小和停泊天数缴纳废弃物接收和污染治理费 ;加强环境保护法规的宣传和指导 ;设立船舶废弃物污染防治基金 。
The reception and disposal of ship generated wastes is discussed in this paper for improving the current disposal control measures, enforcing effective methods.The means suggested in the paper include that the charge for ship generated waste reception and disposal should be collected in advance. A ship should pay this charge according to its day of stay in the port and its size. Meanwhile, the government shall establish a fund for this reception and disposal and the capital shall be used for increasing the rate of reception and disposal of ship general wastes.
