摘要
生态省建设是一项宏大的系统工程,是在可持续发展理论的指导下,实现吉林省“生态环保型效益经济”目标的必然途径。吉林生态经济省建设的战略环境评价是保证生态经济省建设的有效手段,通过分析生态经济省建设过程中的产业结构、产业布局及各项发展战略对环境的影响,从生态与经济两协调和发展度评价生态经济省建设的政策方针,为生态经济省建设提供必要的保证和决策意见。
The construction of an eco-economic province is a grand systematic project whichis an inevitable approach to achieve Jilin's objectives of beneficial ecotype economy accordingto the principles of sustainable development. As strategic environment appraisals of con-structing an eco-economic province is an effective measure to guarantee the construction ofJilin Province, appraisals were given by analyzing the impacts of economic structure,industry structure, industry overall arrangement and strategies on environment. The har-mony and development of policy from both ecology and economy were assessed whileguarantees and suggestions were proposed for decision-making in the eco-economic provinceconstruction.
