摘要
随着经济改革的深化 ,科技体制改革已发生巨大变化。用来评价科研院所的绩效和素质的指标体系由 4个指标组构成 ,即人力财务资源、业绩成果、发展后劲和财务管理。采用模糊集重心作为共同的标准 ,完全有可能分析基本评价指标、中间和最终评价结果的等级分布。
With the deepening of the economic reform, the management system of science and technology has taken place tremendous change. An appraisal index system which consists of four index group(i.e. resources, achievements, the latent potentiality and the financial management) is proposed in order to evaluate the activity achievement and the actual strength in scientific research institutes. Using the gravity center of the Fuzzy Set as the common standard, it is entirely possible to analyze the grade distribution to the basic evaluation indexes, the middle and final evaluation result. With the original method, informations can be offered for policymakers.
