摘要
现代经济条件下 ,综合国力的竞争实质上是人才的竞争 ,因此引进国外智力已成为世界各国的重要战略选择。然而 ,发展中国家在世界人才争夺大战中处于劣势。中国作为发展中国家 ,不能照搬发达国家的引智模式 ,应集中有限的财力和物力 ,在高校创造良好的条件 。
In fact,under the conditions of modern economic,competitions of synthetic state powers are competitions of human resources,so imports of foreign intelligences have become stratagic choices in the world.However,the developing countries are under the disadvantage of competitions for human resources.As a developing country,China can not copy models of intelligence imports of the developed countries,but she should concentrate limited financial and material resources,create good situations in colleges and universities,and attract foreign intelligences at most. [
