摘要
参考国外高等教育大众化的经验 ,广东省实现此目标有赖于树立推进社会平等的理念 ,以非传统学生为主要对象 ,合理构建我省高等教育的框架 ,大力发展各级地方政府支持的大众化高等学校。政府和高等学校均应以满足非传统学生的愿望和要求为动力 ,从立法、财政支持、管理模式、学校定位、评价标准、扩大学校自主权、探寻低成本培养等方面对高等教育进行改革和发展 ,才能确保我省高教大众化健康。
With reference of foreign countries, mass higher education in Guangdong appeals for the idea of social equality. Aimed at the non traditional students, higher education requires a sound structure and local higher educational institutions maintained by multi level governments. Motivated by the demands of non traditional students, higher education in Gaungdong thirsts for reform and stimulation in various aspects, such as legislation, financial support, internal administration, institutions' function, quality criteria, power of decision, and low cost.
