摘要
因饥荒引发的流民问题 ,从历史上看 ,宋朝并非是最典型的。但是 ,对流民的救济与安置方面 ,宋朝的实践却是颇富成效的。举凡对流民的临时收容、长期安置、遣返回乡、恢复生产等方面 ,都有较为得当的措施应对。从实际效果看 ,宋朝的经济性流民问题之所以不是特别严重 ,是与宋朝政府适当的救济安置措施分不开的。从功能上看 ,对流民的救济与安置 ,是宋朝社会控制的重要实践途径。两宋三百年间 ,没有出现大规模的农民起义 ,颇富成效的社会救济应该是一个重要原因。
In history,the problem of refugees caused by famine in Song Dynasty was not the most typical one. But the practice of reliving and settling down refugees in Song Dynasty proved to be rather effective. There were many suitable approaches to dealing with the problem:such as taking in refugees temporarily,helping them settle down,repatriating them to their hometown,resuming them to work,etc.Due to all these reasonable approaches,the problem caused by economic factors was not so serious in Song Dynasty.Moreover,these.approaches functioned as the practical means to social control, That's the very reason why there were no targe\|scale peasant uprisings during the 300-year Song Dynasty.
