摘要
《计划生育技术服务管理条例》的颁布,标志着我国计划生育工作步入了依法管理、规范服务的新阶段。正确理解《条例》中的关于实行计划生育与保障公民生殖健康权利的关系、计划生育和卫生两个部门共同做好技术服务、计划生育技术服务的范围等基本精神,是施行贯彻好《条例》的重要前提。
The issuance of 'The Regulations on the Administration of Technical Services for Family Planning' indicates that China's FP work has started to step into the new phase of legal management and regularized service. In order to carry out the Regulations, it is important to understand precisely such main ideas of the Regulations as the relationship between the practice of family planning and the security of human reproductive right, the extent of the technical services conducted cooperatively and respectively by the two sectors-family planning section and health section.
