摘要
外交历来是国际关系中解决国际冲突与加强国际合作等方面的重要内容。然而 ,一国外交从来没有固定不变的模式。美国外交就是一个典型 ,它先后经历了美元、大棒外交、冷战外交。当前 ,美国正大力施展信息外交 ,推行与传统霸权意义不同的信息霸权 ,其主要内容包括三个方面 :一是把信息网络作为美国外交活动的“新手段” ;二是把信息外交作为美国外交的“新内容” ;三是以信息为杀手锏 ,推行“软霸权”。这是美国国家战略发生实质性转变的重要征兆。促使美国外交转变的根本因素是当今方兴未艾的信息革命 ,以及因此而形成的经济全球化。重视研究美国新霸权的特点 ,对制定中国的国家战略 。
Diplomacy, all through the ages, plays an important role in settling conflicts between nations and in strengthening international co-operations. The diplomacy of a country, however, never has its definite model. The diplomacy of The United States is a typical one, which has successively undergone money diplomacy, big-stick diplomacy and the diplomacy of cold war. The U.S.A. is now carrying out its new diplomacy of information,which mainly consists of three aspects: Regarding information net-work as a new means in its diplomatic activities, taking the information diplomacy as new content and, by means of information, practicing its hegemony on information which differs from its traditional one and which is the most important sign that indicates that the American strategy has essentially altered. The basic factor advancing the change is the information reform that is now in ascendant and the economic globalization as a result of the reform. Studying the new characteristics of the new American hegemony is helpful for us to formulate our nation's strategy.
