摘要
针对我国基本国情与农村的实际情况 ,认为构建农村社会保障体系应采取先期筹备、分步推进、基金制与现收现付制融合方略。根据国家经济发展水平 ,认为我国未来农村社会保障可按生存、生活到丰富的进程来估测项目实施时间和确定基本内容 ,并结合我国特点认为农村社会保障资金应由个人、集体。
In term of present situation of social security system, it is inevitable to establish the system in Chinese countryside. According to the basic condition and rural reality of China, the essay puts forward establishing this system on the principle of advancement in different steps and the integration of Pay as you earn and Pay as you go. On the basis of Chinese economic level, the course of the rural social security system in order of survival, life and abundance is conceived, and the project time and basic content are fixed. The funds should be offered by individuals, employers and the state.
