摘要
冷战结束以来,中美战略关系的基础和环境都发生了很大的变化。在经济和一些非军事领域,两国的战略性合作不断扩大和加强,同时,在台湾问题、人权和国家导弹防御等领域的战略性分歧也逐渐凸现出来,不断发生的危机已严重影响到两国总体关系大局。显而易见,中美战略关系需要重新定位。正确理解和判断两国战略关系是必要的,而更为重要的是采取积极有效的措施,稳定和扩大中美合作领域,稳定和缩小战略性分歧,建立建设性战略对话机制。从战略高度判断和处理一些个案对于中美关系和世界和平都具有深远的安全、政治和经济意义。
Since the end of the Cold War, the foundation and environment of Sino-US strategic relationship have undergone significant changes. While bilateral strategic cooperation in economic and non-military fields is strengthening, strategic disputes between the two countries gradually emerge with respect to Taiwan Question, human rights, national defense, and etc. Sequent crises caused in the last decade have negatively and seriously affected the overall bilateral ties. The reshaping of Sino-US strategic relationship is on the agenda. It is necessary for us to understand and judge this relationship correctly, and we should not only stabilize and expand cooperation space but also decrease strategic disputes by setting up constructive regime for strategic dialogue. To determine and deal with specific cases at strategic level has profound security, political and economic implications for Sino-US relations and world peace.
