摘要
本文界定“政府行政改革”、“国家行政改革”等政府制度创新问题 ,阐述了重新确立典则规范对现阶段中国政府制度创新的决定性意义 ,指出公共行政典则规范更新替代与公共行政目的、国家政治议程、政府职能、政府公共权力、政府能力等因素直接相关 ,而提供制度保障、依法行政、民主行政和有效性 。
This paper discusses such issues as 'government administrative reforms'and 'government institutional reforms' as well as the paramount significance of establishing public administration paradigm in the present state administrative reforms. It concludes that the upgrading of such a paradigm is directly related to public administrative objective, state political agendum, government function, public power, government capacity, etc., while institutional assurance, administration according to law, administration in accordance with democracy, and validity of administration constitute the paradigm of the Chinese Government at the turn of the century.
