摘要
环境恶化的经济原因是市场失灵和政府失灵。防治环境恶化的对策主要有政府直接管制、市场激励、市场自主调节和污染信息披露四种方法。在选用具体方法时 ,应坚持三个原则、遵循三个步骤。
The economic causes of environmental degradation are the fact that is out of the orders of market and government.Government direct regulation,makert-based incentive,market independent adjustment and publish of pollution are countermeasures to control environmental degradation.The choice of controlling methods should stick to three principles and three steps.
