摘要
20 0 1年 1 1月中国成功加入 WTO,数年内财政能力特别是地方财政能力面临严峻挑战。财政困难是各国融入经济全球化洪流的通病 ,而各国开出的治病良方就是新公共管理 ( NPM)。本文力图借鉴 NPM的理论与实务 ,结合地方政府财政能力基本理论 ,构建提升我国地方政府财政能力的 NPM途径。
With China's successful accession to WTO in November 2001, the financial capacity of the Chinese government, especially the local governments, will face severe tests in the next few years. Financial difficulty is the common disease which all the countries suffer from when they are in the flood of economic globalization and the universal prescription is the New Public Management (NPM). This article is designed to create the NPM avenues for promoting the financial capacity of the local governments under WTO frame by employing and combining the NPM theories and practices and the fundamental theories of the local government's financial capacity.
