摘要
从公共利益的实现机制来看 ,政府不是公益物品的惟一提供者 ,它应该在公共利益的实现机制中承担“掌舵”的角色。为了更好地发挥政府在实现公共利益过程中的作用 ,西方国家政府正在积极推行新公共管理运动。我国政府也在经历深刻的治道变革 ,具体内容体现在民主化改革、市场化改革和政府自身的改革等三个方面。
From the perspective of the realization mechanism of public good,government is not the only supplier of public good and it should play a role of helm in the realization mechanism. To perform better while realizing public good,the western governments are promoting the movement of new public administration. The Chinese government is also undergoing profound governance reform,which mainly consists of three aspects:reform towards democracy,reform towards market and reform of government itself.
