摘要
南通城市化发展迟缓的原因是把城市化演化成了城镇化 ,通过发展小城镇来吸纳农村剩余劳动力 ,这是一条分散型城市化道路 ,产生了严重的外部不经济。解决这一问题的对策是走大中小城市和小城镇协调发展的城市化道路 ,把城区建成100万人口的大城市作为城市化战略的重点 ;注重城镇内涵发展 ,城镇职能适当分工 ;加强基础设施建设 ,打造城市“厚度” ;推动区域经济发展 。
The slowdown in the development of Nantong urbanization can be attributed to the transfer of urbanization into township. Developing towns to absorb the redundant rustic working force is a decentralized approach to urbanization and results in the external uneconomical. The solution is to realize urbanization through the harmonious development of multi-sized cities and towns and the strategic priority of building the urban areas into a large-size city with 1 million people, to make efforts to develop the towns and rationalize the categorization of their functions and to solidify the infrastructure construction, enhance the regional economic development and uplift the degree of city modernization.
