The 21st century is an era of knowledge economy. The competition between nations, in the final analysis, is actually a competition of national creativity, of people's speed of creation and of their efficiency of creation. A higher demand for people's intelligence, physical power and ability has been proposed. The exploitation of human resources is becoming more and more important.
