摘要
198 4年日本文部省颁布了《1986年以后的教育计划》,鼓励“由地方政府和学校法人合作来设立”高等教育机构。国有民营办学思想的改革实验 ,受到日本地方政府的欢迎和重视 。
In 1984, the Ministry of Education of Japan issued “The Educauion Plan after 1986”,which encouraged ‘the local government and the school legal person to co operatively set up’ higher education organs. The reform test of the government owned and civilian run education thougnt has been welcomed and valued by local governments and has reached outstanding effect.
