摘要
财政支持科技事业的发展 ,促进科技进步 ,是当今世界各国普遍采取的做法。由于各国政治经济体制的不同、历史文化背景的差异 ,政府对科技事业支持的方式和程度也有很大的区别。我国作为发展中国家 ,在经济体制转轨的过程中 ,如何借鉴发达国家的先进经验 ,明确界定财政介入科技事业的方向和力度 ,使之更有效的发挥促进科技进步的作用 ,是值得思考研究的问题。
It is a common practice in various countries in the world to promote the development of science and technology with the support of public finance.Owing to different political and economic systems and due to different historic and cultural divergence in various countries,there exists a great distinction in methodology and extent of the govenmental support to scientific and technical undertakings.In the process of economic transition,China,as a developing country,should ponder on the questions of how to take the advanced experience of the developed countries for referential use and how to make clear definition to the direction and strength that the fiscal support should take or make so as to fully exert the supporting power.
