矿业城市:调整生命周期 促进可持续发展——由“矿竭城衰”现象引发的思考 被引量:24

摘要 文章认为 ,矿业城市主要是依托当地矿产资源而发展起来的 ,矿业城市的兴衰与当地矿产资源赋存总量关联度极强。目前 ,我国许多矿业城市面临着矿竭城衰的困境 ,如何使矿业城市在矿产资源枯竭时仍能保持兴旺发达、可持续发展 ,是需要认真研究的重大课题。文章对矿业城市的生命周期进行了分析 ,分别对处于成长期、鼎盛期、衰退期的矿业城市可持续发展道路进行了探索。并提出了诸如挖掘资源潜力、调整优化产业结构、拓展矿业城市功能、加大政策扶持力度等项调整矿业城市生命周期 ,确保未来矿业城市可持续发展的具体对策建议。 The development of the mining city mainly relies on the local mineral resources, and its rise and decline has a strong relation to the local mineral resources reserves. At present, many mining cities in China are confronted with the difficult position that is the mining city will be on the decline along with the exhaustion of mine resources. How can we make the cities still remain its flourish and sustainable development when the mineral resources become exhausted? The paper analyses the life cycle of the mining city and explores the sustainable development of mining cities that are in the period of growth, great prosperity and decline respectively. It also puts forward some specific countermeasures and proposals which can ensure the sustainable development of mining city such as, tap the latent power of the resources, readjust and optimize the industrial structure, develop the function of mining city, strengthen the support of government, regulate the life cycle of mining city and so on.
