摘要
黄河流域是西部大开发的重要地区之一,其大部分地区属于半干旱地区,水资源条件先天不足,生态环境脆弱。在人类活动的影响下,水资源状况恶化,特别是近20多年来下游断流频繁发生,不仅造成水资源供需矛盾的加剧,而且对流域的生态环境带来一系列冲击。“黄河流域水资源演化规律与可再生性维持机理”研究项目在深入研究黄河水资源的形成演化规律的基础上,探索黄河水资源可再生性维持的新问题。以水循环和水资源演化为主线索,在水资源二元演化模型的基础上,以可再生性维持理论为指导,以综合调控为手段,实现黄河流域水资源的可持续利用。同时深入揭示水沙过程变异机理、河道萎缩及小水大灾形成的机理,提出恢复流域生态环境和河道行洪能力的措施,为缓解黄河水危机和遏制生态环境恶化及水灾害提供理论和应用的科学依据。通过近两年来的研究,项目已取得一些理论性和应用性成果。
The Yellow River basin is one of the key areas in the west development of China. The basin lies in the semi-arid zones with several problems in water shortage and eco-environment fragility. The conflict between water supply and demand has been increasing as a result of human activity and climate change. Based on the water resources evolvement law,the project focuses on the mechanism of water cycle dynamics, the maintaining of water resources renewable ability, and multi-dimension critical adjustment and control, revealing the relationship between the functions of river system and reformation structures of water management, developing the binary evolving model for water resources evolvement, presenting adjustment and control measures for the sustainable development of the water resources in the Yellow River basin. Since 2000,the project conducted has preliminary achieved a number of marks.
