摘要
当前 ,世界经济面临着大调整 ,中国经济也面临着大调整 ,中国如何应对这一时代的共同主题 ?为什么说制度更是第一生产力 ?国有经济的规模到底是结果还是前提 ?政企不分在什么情况下成为一种缺陷 ?为什么不能用微观经济效率的标准来评价国有企业 ?生产的社会化和所有制之间的关系到底是一种什么关系 ?政府在目前的大调整中应该扮演一个什么样的角色 ?国有企业为什么不能成为一般的企业制度形式而只能成为一种特殊的制度形式 ?本文试图给出这些问题的一种答案。
Currently,world economy is confronted with general adjustment, so is Chinese eonomy.What can China do to deal with the common theme of the age? Why is institution regarded more as the first productive force?Is scale of state-owned economy result or premise?When does the inseparation of enterprises from government administration become a defect? Why can't we appraise state-owned enterprises with standard of microeconomic efficiency?After all,what is the relationship between socialization of production and ownership?What is the role of government in the process of the reform?What is the reason we think institution factor constitute the primary productive force?Why can't state-owned enterprises be a general enterprise system but only be a special system?This paper tries to give one kind of explanation.
