摘要
本文运用泛系方法,从对C^3I系统的评估现状分析入手,通过对评估的概念、本质和过程等方面的探讨,提出了C^3I系统效能评估的原则、方法和效能量度。 这种评估方法是一种结构化的方法。其评估路线为分析使命任务——作战想定——构建概念模型——设计评估工具(评估任务书,使命指标体系,系统范式,理想系统)——建立评估模型——仿真模拟——实施评估。 这种效能量度则体现了从作战系统整体效果中反映C^3I系统效能的原则。
Problems existing in evaluation of C3I systems effectiveness is analysed by using of the pan-systems approach in the paper. After studing the concept, essence and course of the evaluation, the author has present a set of methods, an effectiveness gauge and some principles for the effectiveness evaluation.
