摘要
云南发展环保高新技术产业 ,既有市场需求巨大等多项优势 ,也有技术创新不足、人才匮乏、规模小、市场化程度低、投入低 ,以及指导思想、发展战略不明确 ,政策法规体系不健全等制约因素 ,为此 ,应建设和完善政策环境和支撑体系 。
Endowed with advantages of great market demand,Yunnan's environmental high-tech industry is suffered from several negative factors including poor level of initiation,short of professionals,small scale,low marketization and input,uncertain working guideline and development strategy,and the imperfect policy and legal system.Therefore,a policy environment and supporting mechanism should be constructed and perfected and the high-tech R&D centers and groups should be established.
