摘要
在实地调研的基础上,以水土流失严重及生态环境脆弱区域于一身的陕甘宁边区为例,探讨西部大开发中生态环境建设的最佳途径,陕甘宁边区的生态环境建设必须是一种经济建设,即建设“商品生态”和买卖“生态商品”,通过“生态购买”实现“生态致富”,论述了实施生态购买工程的必要性、可行性和操作途径,提出了生态购买的实施方法和步骤,建议国家启动生态购买工程。
This paper aims to discuss what is the best channel for eco-environmentalconstruction in the development of western region, taking the Shaanxi-Gansu-Ningxia BorderArea for example. It is also a poverty-stricken area where soil erosion is very serious.According to investigation results, its ecological environmental construction must beeconomic construction, that is to say, 'Commodity Ecology'should be built and 'EcologicalCommodity' could be bought and sold, in order to achieve 'ecological rich'. The paper studiesthe necessity, possibility and operating channl of ecological purchase project. It is suggestedthat the government might start 'Ecological Purchase Project'.What is called ecological purchase is that government departments pay a sum of moneyto owners of forest and grass for its quantity and quality each year, start special projects, setup professional organizations, carry out national marketing economic system in typical areasWhere ecological environmental deterioration is very serious, in order to gain Win-Winbenefits for both local governments and peasants. The main part of purchase is government,that is to say, government departments pay bills for the existence of forest and grass whichrights of proprietary and use belong to peasants. It is similar to crops and cotton which weregovernment monopolistic commodities.The significance of ecological purchase is as follows: changing planned economy intomarket economy; changing process management into objective management; changingnational wants into peasan's requirements; changing capital constiruction into infrastructure;changing ineffective investment into effective investment; changing static investment intodynamic investment; changing invaluable ecology into valuable ecology; changing one sideparticipation into multi-participation; and changing national behavior into internationalbehavior after China's WTO accession.
