摘要
综观改革开放 2 0年来我国民办教育政策的发展历程 ,大致经历了观望、认可、鼓励三个阶段。从这 2 0年的历程也可以折射出民办教育政策是民办教育得以发展的重要保障。另外 ,民办教育政策要发展 ,必须解决好几个问题 ,有地位问题、称谓问题、适用范围问题、营利问题。
