摘要
发达国家市场机制完善,企业是技术进步的主体,通过技术创新、发展高新技术产业、扩大经营规模、推行名牌战略、改善经营管理实现了经济增长方式的转变,政府的作用则是在政策上加以引导,处于次要地位;新兴工业化国家,构建的是以政府为主导的技术进步体制,通过积极引进外资和先进的技术、发展高新技术产业、推行产业政策、实现产业结构的高级化,转变了经济增长方式。
In developed countries, there exists perfect market mechanism. Being the main bodies for technologi-cal progress, the enterprises realized the transformation of the economic increase modes through innovation of technologies, broadening of the existing markets, and improvement of management and marketing. Comparative-ly , the function of the governments take strong hold of the industrial development by introducing foreign invest-ments and advanced technologies, developing high and new technology industries to upgrade the infrastructures of industries, therefore result in the realization of the transformation of the economic increase modes.
