摘要
本文从经济理论的角度讨论重复建设的含义 ,主张以过度竞争的概念取代重复建设。以规模收益递增的寡头垄断行业为例 ,分析了重复建设产生的机理。针对我国重复建设问题十分严重的状况 ,从产业管制与垄断、地方政府竞争、企业预算软约束、企业退出障碍等方面进行了制度分析。最后提出打破重复建设、重复生产恶性循环 ,实现我国产业有效竞争的政策建议和应对措施。
This article discusses the meanings of duplicate construction from the point of view of economic theory, and considers that it is appropriate to adopt notion of excessive competition instead of that of duplicate construction. Firstly, taking for oligopoly industry with returns to scale increasing an example, it analyzes the cause of excess investment. Secondly, based on the status quo of severity of excess investment, this article analyzes the institutions of industries regulations and monopoly, competition of local governments, corporate governance of State-owned enterprises and exit obstacles of enterprise and so on. Finally, brings forward suggestions and countermeasures of conquering a vicious spiral of duplicate construction and excess capacity.
