摘要
世纪之交 ,党中央决定实施的西部大开发战略 ,在促进中西部地区经济发展的同时 ,也引发了新一轮人才争夺战。文章以此为背景 ,论述了河南在新形势下加强人才资源开发的紧迫性。
At the corner of the centuries, the strategy of exploiting the West decided by CPC initiated a new round of war for qualified personnel as well as promoting the economic developmen in the middle and west areas in China. With this situation as background, this treatise expounds the urgency and necessity of strengthening the qualified personnel resources exploitation in Henan, and proposes the thinking way and countermeasure for quickening the qualified personnel resources exploitation.
