摘要
针对上海市停车位短缺、停车场布局不合理、“停车难 ,乱停车”等问题 ,本文突破了就停车需求而提供停车设施的工程观点 ,总结了其他国家和地区的成功经验和教训 ,从需求原则、效率原则、系统原则、法制原则和市场原则出发 ,对停车设施的配置标准、规模、布局、建设、管理等问题提出具体的解决对策。
In view of existing situation of shortage and irrational distribution of parking facilities in Shanghai, experiences of other countries and regions are summarized in this paper, and countermeasures to solve these parking problems are explored according to the demand, efficiency, integration, legality and market principle.
